Moving of read only files under user security is allowed?

Maybe I explained it wrong:
temp dr-xr-xr-x
testing -r--r--r--
writedir dr-xr-xr-x
Moving the idividual file is prohibited (even on my system)
temp into writedir as a move, but only allow it as a copy to end up with:
temp dr-xr-xr-x
testing -r--r--r--
writedir drwxrwxr-x
temp dr-xr-xr-x
testing -r--r--r--
