Must daemons run on ports 137-139?

correct.  no windows m/cs are capable of being modified to run on ports
other than 137-139.  you might want to consider running a redirector
daemon or sshd to redirect from the server's 137-139 ports to the target
samba ports.  this requires redirection of both UDP _and_ TCP.
