Server Manager broken under Win95

I first noticed this same effect with a CVS update following the "Password
change now works with CTRL-ALT-DEL | Change Password" announcement. I update
my CVS tree several times a day, so I would guess that whatever made
password changing work, made Server Manager stop working. I would estimate
that this was about 4 days ago.
