Server Manager broken under Win95

The usrmgr seems come with win95osr2.0 CDrom.
file length is 292864. The about menu didn't show
version number, but copyright at 1981-1996.

One week(maybe) ago, this usrmgr never worked,
but now only list for small users. View user property
cause usrmgr got a GPF.
