time to remove some DEBUG() statements?

Richard asked something about how DEBUG() worked in Samba, and that
prompted me to check how much of Samba is currently DEBUG()
statements.

It turns out that (under Linux on my box) the DEBUG() statements take
up about 1/3 of all the code in Samba. The text size of smbd is 624k
with DEBUG() and 417k without it.

That's a lot of DEBUG() statements! 

perhaps it's time for someone to delete a lot of the less useful ones.
