MAX_OPEN_FILES mods work

Not too hard on they skewering tridge for Swat. It was written in a pretty
small number of hours to silence people who were saying Samba is no good
because it is such a long way away from every having a GUI admin tool.
Some of it was swiped from jitterbug, which was written in a pretty small
number of hours because Samba team people were getting swamped and getting
grumpy because everything was so impossible.  This happened because Samba
existed, which was because a physics student got grumpy because he didn't 
have a filesharing tool.
