I have a vague recollection that the building of the domain list is
handled by the Local Security Authority, LSASS.EXE, but restarting
that would probably not be a good idea of the server is in use.

Perhaps calling WaitForSingleObject(GetProcessHandle("LKCL.EXE"))
is in order?  ;-)
