the way it works is that the PDC sends out "delta" notifications on UDP
138 braoadcasts, and the BDCs notice them (hopefully), and do a "pull"of
hte SAM using a NetrSamLogon MSRPC call.

we have a client-side _and_ server-side netr_sam_logon implementaion in
samba tng netlogond and rpcclient, we don't have the UDP 138
notifications.
