Static Group List

I've been told by a wise man (Uwe Wendt):

"OK, I get the same problem, if my group list longer than 59 entries.
Now I remember that Matt Chapman has made a dynamic user list but a static
group list. This is the problem."

Delphi-Pascal is my native language, and CVS is still foreign.

Anyone know where this 59 entry limit is defined?

Greps of 58,59 and 60 of the entire source tree fail...
