does rsync update files if their modification time is earlier than that on the sender

I have two systems sender and receiver, I have a file that exists on both
except that the creation time of the file on receiver is earlier than that
on the sender. There are other files in the directory which have the same
access times, will rsync only update the file which has a different creation
time?
