rsync chown/chgrp feature

After looking through all the rsync docs for an option
to "set" the owner / group of the files on the destination
host, which there doesn't seem to be one, I did a quick Google
and turned up the following link.

This seems to have a patch which has just this functionality
which I think would be really useful and I'm surprised it
didn't get included.

Is there a reason why this was never added? Could it be
added for v3?
