rsyncd.conf missing option akin to --one-file-system

Hi Matt,
Thanks for the feedback. We can work around, or even code a patch for,
this issue, but more than that, I wanted to throw it out on the list to
see if anyone believed my idea was bad, etc., and, because none of us at
10East are active in rsync development, I'm unsure of the protocol for the
project. If you'd like to code this, that would be great, particularly if
your changes will be accepted into the mainline rsync code.
