incoming chmod on daemon fails on subdirectories

Stefan contributed the "rsyncd-perm.diff" that was distributed with
rsync 2.6.5 and 2.6.6 and dropped in 2.6.7 when "incoming chmod" was
added to the trunk.  The current "incoming chmod" code is not derived
from Stefan's code, but it serves the same purpose.
