skipping growing files?

I think that's the solution to my problem. Instead of having new  
files appear via FTP as they do now, only allow them to be uploaded  
via rsync.

Does rsync skip the currently uploading files of other rsyncs by  
default? Or should I do it via an exclude pattern?
