Eh?
Rysnc works fine when used between Windows XP and Linux here.

I use it all the time to back up data from Windows 2000, XP, NT4 clients
and all onto a Linux server.

As long as each machine is set to its own correct default language
correctly then there isn't a problem I'm aware of.
