I wouldn't count on it.  Files that rsync creates (because they were
on the backup but not the reinstalled system) will get permissions
according to the receiver's umask (022 by default), and that will be
wrong for enough files to cause trouble.

You should use another backup system that will save all of the Linux
metadata, such as tar or rdiff-backup.
