That depends on how you have it configured.  By default, it uses syslog,
so you'd probably want to add a "log file = /path/rsync.log" directive
if you want rsync to log for itself.

As for the multiple daemons starting up, I'd suggest talking with the
cygwin folks about them providing in-use errors back from bind().
