Server B: Client who wants the files

We want to have Server A connect to Server B and deposit the files there. 
1. Which server would have the /etc/rsyncd.conf?
2. Which server should run the rsync daemon?
3. What would be the syntax to dump the files from Server A to Server B?
4. What would be the syntax to dump the files from Server A to Server B and
delete them from Server A once they're at Server B?
