rdiff in dos/win

I'm trying to get the rdiff.exe file compiled in
windows/dos.. I'm not experienced enough myself to
compile the PCBuild version I have. It's got lots of
errors including missing files. I haven't used C in
like 12 years. I'm too rusty. 

Can somebody please point me to the latest PCBuild
version of librsync and maybe include the already
compiled EXE just in case I still can't compile
myself..
