I would say this question is off-topic for the rsync list.  You should
spend your time at <http://cygwin.com/>, in particular read the FAQ
and search the mailing list archives.  Have you read the
Cygwin-specific documentation in /usr/doc/Cygwin/*.README in your
Cygwin installation?
