It's fixed.

    o Booted an ISO (on USB stick)
    o Tried to fsck the boot partition but it was too broken.
    o Googled.
    o Installed something called boot-repair. (https://linuxconfig.org/ubuntu-boot-repair)
    o Told it to go fix my computer
    o And it did.

It looked like it recreated the /boot filesystem then reconfigured it  using information 
gleaned from /etc.  It did the btrfs mount of / by itself.

Pretty good result really.  Would recommend boot-repair.
