I can't comment on the open sauciness of KDE but I am certainly a KDE user and have been
since long before KDE 4 came out.

kubuntu is my distro of choice.  It's very stable and looks good.  I have tried to use
gnome a few times recently but keep going back to what I know.

I'm on Kubuntu 19.04.  Kubuntu is always released very soon after Ubuntu.  I don't think
the version is bleeding edge.
