I have used, and have, a few RS232<->USB cables. I just plugged one into my server,
fedora 30 kernel 5.1.20

	usb 3-3: new full-speed USB device number 4 using xhci_hcd
	usb 3-3: New USB device found, idVendor=067b, idProduct=2303, bcdDevice= 4.00
	usb 3-3: New USB device strings: Mfr=1, Product=2, SerialNumber=0
	usb 3-3: Product: USB-Serial Controller D
	usb 3-3: Manufacturer: Prolific Technology Inc.
	pl2303 3-3:1.0: pl2303 converter detected
	usb 3-3: pl2303 converter now attached to ttyUSB1

I also regularly use the same adapter on some TTL<->USB modules, no problem.
I doubt a special driver is necessary.

Mine came from MSY and ebay and go for $4-$6 though...
