/So, Transact is still deploying pit, pipe and other infrastructure 
through to 2017, and then the transact NTU equipment needs to be 
converted to a NBN NTD, but only when the end-user orders a NBNco 
service. "just" is a very lose term to use for a technically complex 
task that can turn out to be protracted and drawn out for several years.
