Generally (technically) speaking no.

You can ask the provider (or do some research yourself with terminal +
'host or 'nslookup') and they may give you details about the current
setup, but I guess this can be changed (in theory) anytime.

What do you want to set up exactly? There are maybe other solutions
than firewalling against IP addresses.
