[clug] Change timezone of Apache log file?

I have a server in the US which I have set to use Australia/Brisbane as its

# date
Sat Dec  4 14:36:40 EST 2010
# echo $TZ

So that seems ok. But everything in /var/log/apache/* is 10 hours behind:

<snip>  - - [04/Dec/2010:04:36:44 +0000] "GET /blog/ .... "

I have tried setting the TZ variable in /etc/default/syslogd to all kinds of
things (Australia/Brisbane, +1000, GMT, EST, etc) but nothing seems to work.

Any ideas?
