An afterthought... you may in fact already have the required packages.
I suspect Ubuntu uses perl to implement singleton - check your installed
packages for perl.
If it's there, and you haven't selected it (as part of a web server
package for instance) then check the Ubuntu forums, or the following
link for more information.
