I wrote a report for the gov dept I was with at the time recommending
against adopting its use. I was not happy with the license model (and a
number of other key points!). Like yourself, their model also didn't sit
right with me. There were better options out there for what they wanted to
do at the time.

My only comment on my source matrix is that their license was not full GPL
last time I looked and required all code be resubmitted back to them within
30days of modification and they in some way still owned it? Don't quote me
but just didn't feel quite right at the time.
