No there was nothing missing in that file, it was still set to the default for the Xubuntu install, which had "file:///home/jeff/Desktop Download"

I have made the change, based on what I found on the web in another file, that seems to be totally unrelated, and seems to not make any difference, that file being the "$HOME/.config/user-dirs.dirs" file.

As soon as I changed the entry in the .gtk-bookmarks file from 
file:///home/jeff/Desktop Download
to
file:///home/jeff/Download Download

it all worked as expected.  Plus, I have now also found where Thunar and Places get their entries from.
