A first guess would be that the net flow upstream would have to be greater
than the net flow downstream in order for there to be danger of overheating
the pole-top transformers.  And I think it'll take a fair number of years
before we're anywhere near this situation.  But it would be interesting to see
what might be happening in Germany or Japan with this situation, because
they're definitely leading in this sphere.
