oggenc or oggdec can decode an ogg file into your choice of uncompressed
file.  Most of the media players that come with Fedora and other distros
can read them these days, as well.  I play mine in RhythmBox.  I think
there's also a plugin for Mozilla that allows you to play ogg files, too.
