Query for the list browsers and experts.

Is anyone aware of widespread throttling of BitTorrent traffic (or any
download format/protocol for that matter) in any local ISPs?

I am not just curious, I have had a rather disgusting experince
recently and want to be sure of my facts before spouting of widely in
an insane manner. :/
