[clug] arp optimisation in kernel 2.4.7-18

i'm currently working on a project to reduce the code size of arp.c in
   /usr/src/linux2.4/net/ipv4/arp.c
          i need to compile the code in gcc(i think)
                    i'm struggling to resolve errors like
    
      "  no path or dir(resolving headers)
                   incomplete type
                    
    first use of function"
 
& so on
 
i need this for an embedded appln
     please help
