Where are you storing the authentication information for these users?
They need passwords from somewhere. Configure PAM to use those passwords
for the POP and/or IMAP services. Other services will remain unaffected.

Check out the Cyrus POP/IMAP server. It delivers all mail as one user.
Users wishing only mail access don't need to be UNIX users.
