There are smaller form factors too (9cm Single Board Computer anyone),
and most run from standard power supplies - it's possible to get 12v
DC-DC AT power supplies to replace your existing or substitute for a
250vAC-DC AT power supply.

But before you go running off to buy one, compare the cost of $1159 with
getting a second hand laptop (the one you describe sounds like the
PCM-9550F-F0A1 sold by Advantech), remembering that this price buys you
just the M/B - no power supply, no RAM, no HDD:

For the price, I'd prefer to get a more powerful ATX or MiniATX mobo,
and build a custom enclosure (ie: soundproof and ventilate a linen
cupboard). Ideally the whole kit and kaboodle would be naturally
ventilated, so I don't have to lose machines to broken CPU fans.

Unfortunately, I'm obviously not on Google's good books today - I can't
find any Australian soundproofing people who don't specialise in
automotive or industrial sound proofing.
