There is an app called "mdbtools" on sourceforge
(http://mdbtools.sourceforge.net/) that can probably provide at least the
data. People tend to write fancy GUIs on the front of access, and I doubt
that they will get that.
However if they wrote it themselves, a competent db programmer can probably
export the data to a real database (eg PostgreSQL) and whip up a front end
(maybe web-based?) in a couple of days. Hell, if they trusted access, even
mysql would likely do.
I personally couldn't do that in a few days, but presumably someone on this
list could.

Codeweavers say
(http://www.codeweavers.com/products/office/the_real_dirt.php):
Access is buggy, but we haven't explored it carefully.

So that might take a lot more work. Plus it is probably now a license
infringement to run the runtime on anything except windows.
