What drivers are you using? The ones that ship with RedHat don't seem to be 
much good, but you can download a set from Intel. These definitely can be set 
to 100/full. It's just a parameter in your modules.conf (or equivalent). 
That's how most of the servers I look after are configured. 

Can't remember the URL to get them though. Intel seem to go out of their way 
to make things difficult to find on their site. Shouldn't take too much 
searching to find though.
