Telstra keeps promising the OR-blocking people that they're going to get 
their act into gear, but they never do.  If Telstra did get their act 
into gear, they'd lose all the spammer business.  Obviously it's worth 
more to them than allowing legitimate mail through to a few troublesome 
businesses.
