You do have to take into account that certain areas are counted as "free".
For example, some gaming server seems to be free and do newsgroups and some
such. This means your actual download could far exceed what you actually end
up being charged for.

Seems odd through, for all the normally capped plans (for businesses and
such) they've been providing a usage meter for months. I can't imagine what
would be making it so difficult.
