Time, daytime services not externally visible

Make sure hosts.deny doesn't disallow it, and then take another look at
the configuration of xinetd, as it has its own access control mechanism
on a per-service basis as well which may be affecting it.  Also, make
sure wrt. that that it doesn't default to localhost-access only if acl's
are not specified.

Also, if the box runs IP firewalling check the logs and make sure its
not being blocked there either.
