[jcifs] NBNS in jcifs.netbios.NbtAddress

Why is NBNS in jcifs.netbios.NbtAddress declared "static final"?  I can 
understand it being "final" for a given instance, but it seems that also 
being "static" means one has to restart one's program to change the WINS 
server.  This in turn can make for unnecessary restarts in a roaming 
device that might regularly be in several different locations during the 
course of a day.
