[distcc] Export to Github

Hi,

There is now https://github.com/distcc, Omer is a co-owner (thanks!
congrats!), and I have put a note about the migration on the Google Code
page.

Omer, feel free to ping me for reviews - I can't promise I'll be responsive
but I'll try to answer questions.

I also added a bug for the one thing I've been meaning and failing to fix
for a very long time - poor security on TCP connections.
