[distcc] distcc with msvc

Hi All,

Cesar and I consider our distcc changes to make it possible for it to
work with MSVC.

The code is available at svn://cdot.senecac.on.ca/distcc/branches/alpha02.

The code should be fully functional with some notable exceptions:

* No support for .pdb files
* No support for precompiled header files

It should be working otherwise.

We welcome all feedback.
