Two recently-posted systems might help.

1) dmucs, http://lists.samba.org/archive/distcc/2006q1/003259.html,
   dmucs.sf.net, can check for idle desktops
   See http://lists.samba.org/archive/distcc/2006q1/003271.html
   for the script it uses.  You could use a similar script to shut down distccd
   when the screensaver isn't running.

2) my lsdistcc, http://lists.samba.org/archive/distcc/2005q3/003167.html,
  scans all the distcc servers and ignores any that respond too slowly;
  this helps avoid using busy systems -- and systems which aren't running
  distccd at the moment.

One or both of those might help.
