[distcc] ncpus returns 0

I compiled distcc on my StongARM based NetWinder running Linux. I then
ran distccd --daemon and watched my cpu go to 100%. It turns out that
the sysconf in ncpus returns 0 and distccd goes in to an endless loop
waiting for a child to die. The simple attached patch just sets the
ncpus to 1 if the sysconf returns 0.
