[distcc] [PATCH] Cygwin support (pid length fix)

I assume the same thing goes for gcc as it does for distcc?  Maybe mingw 
would be a better (albeit tougher) target for gcc and/or distcc on win32 
than cygwin is?

My home machines are similar, but I may be able to do this at work at 
some point...  After I've cleared the other bazillion things on my TODO 
list, of course ;-).
