I have question for wireless tools(ap scanning)

I have iPAQ 3800.
 
I want to AP scanning in iPAQ.
so I loaded familar v0.7...it's kernel "2.4.19-rmk6-pxa1-hh13"
I knew that desktop linux kernel 2.4.20 support wireless extension 14, and 
wireless extension 14 support AP scanning
 
in notebook(kernel 2.4.20), [iwlsit interface acanning] tell neighborhood AP's information.
and AP's signal level was changed when notebook was moved.

in my ipaq(kernel "2.4.19-rmk6-pxa1-hh13"), 
"iwconfig -v" tell "current compiled with wireless extension v16"
then [iwlsit interface acanning] tell neighborhood AP's information.
but... all AP's signal level are equal "-10dBm"..

what't problem?
