If you do not insist on having only the plain comment in those files you can try 
like this:

smb.conf:
    [cdrom1]
        include = /etc/CDROM1.info
    [cdrom2]
        include = /etc/CDROM2.info

/etc/CDROM1.info:
    comment = My very first CDROM 

/etc/CDROM2.info
    comment = Some other CDROM
