[gitlab] Adding packages to gitlab image

We are trying to merge support for this here:

https://gitlab.com/samba-team/samba/merge_requests/315

Once that is merged it will be as simple as updating the package lists,
and a sha1sum in the top level .gitlab-ci.yml file and making a merge
request (perhaps with a manual pipeline run until someone implements
metze's suggestion). 

We are *really* close, but Joe and I have run right out time for that
final request from metze. 

This will then also allow us to test multiple distributions and move to
newer distributions easily. 

Assistance with this would be very much appreciated, in particular
because then more folks on the team will have a working understanding
of how our foundations are built.
