[PATCH] ctdb-tests: Build cluster mutex path manually (bug 13800)

CTDB_CLUSTER_MUTEX_HELPER can't be depended on because it is only set
when the tests are not installed and setting it unconditionally for
this particular use would be wrong.

I've reopened BZ 13800 to deliver this fix to 4.10.x. The patches for
that bug introduced this problem but the bug only triggers when the
tests are installed, so this isn't a showstopper for 4.10.0.

Please review and maybe push...
